No, JST plugins do not require a physical iLok dongle for use. Any JST plugin that requires an iLok License can be activated to your machine or cloud locations available in your iLok License Manager application.
You only need to register an iLok account, and have the iLok License Manager application installed (and up to date) on your computer.
